I did power it up, and it was no smoke and the relay clicked. So, I guess it fits the eBay characterization of, "powers up."
What eBay comments really mean:

The beautiful example was completely redone 10 years ago by a local engineer. I acquired it around 8 years ago and have continued to operate it and to restore it back to as original condition as current conditions allow. I'm selling it as I plan to downsize and move in the next year and I won't have room for this transmitter. It needs a new loving home.
