Here is a FT-290R 2M All-Mode XCVR with the mic and charger. The whip is good and straight, but though it turns on and makes noise, nothing is seen in the display. So, I'd say it's non-op. The battery box is clean.
So, this is being sold for parts or repair. No returns due to parts swappers.
